Medicare Part D
Prescription-drug coverage for people on Medicare, bought separately from medical coverage. A stand-alone Part D plan (a PDP) covers drugs only, so a Part D member is not the same thing as a medical member -- and this is the counting trap: some insurers fold Part D members into their headline membership total and some report them outside it, so two companies' totals can differ by millions of people for definitional reasons alone. Read Part D enrollment as its own line, never as an addend to a medical count.
